The 1978 article states involuntary desegregation will occur in 1980. This NEVER happened in Philadelphia. We found there was always institutional resistance to involuntary desegregation.
Magnet programs were established in the School District of Philadelphia in the 1970s and early 1980s to increase desegregation. Some of the schools were Masterman (expanded from 5 - 8 to a high school), Bodine High School for International Affairs, the Parkway schools, and Carver School for Engineering and Science.
Northeast High School's magnet program was founded in 1962 - 1963 as SPARC (space/science program) with U.S. federal funding. It was in response to Sputnik - the Soviet Union "beating" the U.S. into space. The program was apparently expanded in 1978 to increase desegregation at Northeast.
